Getting a driving licence in Taiwan

Information as of 2026-10. Registration, fees and procedures vary slightly between Motor Vehicle Offices; follow the MVDIS site and the office where you register.

Who this guide is for

• Foreign residents who hold no driving licence at all and are applying for the first time.
• If you already hold a valid foreign licence, you may be able to exchange it or use it to qualify for the test; see the Highway Bureau's rules (Chinese) below. This guide does not cover that route.

Car and motorcycle: what applies to both

• Age: 18 or older.
• Residence: foreign nationals need proof of permitted stay or residence of at least 6 months, such as an Alien Resident Certificate (ARC).
• Documents: your ARC (original), 3 colour photos (1 inch, taken within the last 2 years) and a driver's licence registration form with a passed health check (the form is free at any Motor Vehicle Office).
• Health check: at a public hospital, public health centre, or a hospital or clinic designated by the Motor Vehicle Office. The car check includes a physical ability test; motorcycles are exempt. The form is valid for 1 year.
• Registration: book online at the Motor Vehicle Driver Information Service (MVDIS).
• Written test: on a computer, 30 minutes, 85 points to pass (the online mock test is 50 questions, 2 points each). The Highway Bureau publishes the question bank in English, Japanese, Vietnamese, Indonesian and Thai; say which language you need when you register.
• If you fail, you can retake the test after 7 days. The health check form and a passed written test are valid for 1 year.

Motorcycle (ordinary heavy motorcycle)

• First-time applicants must attend a free 120-minute safety lecture before the written test; the Motor Vehicle Office arranges it.
• Pass marks: written test 85, road test 70.
• Fees: registration NT$250 (written 125 + road 125); a test-vehicle fee equal to 1 litre of 95 unleaded petrol, waived if you bring your own motorcycle that meets the requirements; licence issue NT$200.

Car (ordinary light vehicle)

• You need a learner's permit first. Applying on your own, you must have held it for 3 months; through a driving school, 35 days plus the school's completion certificate. Most people go through a driving school.
• Pass marks: written test 85, closed-course test 70, then road test 70. The road test is taken after passing the closed-course test.
• Fees: written test NT$225 + driving test NT$225 (paid together the first time); a test-vehicle fee for each of the closed-course and road tests, each equal to 4 litres of 95 unleaded petrol, waived if you bring your own light vehicle that meets the requirements (wheelbase 230 cm or more); licence issue NT$200.
